About WCREF
Women and Children’s Rights and Empowerment Foundation (WCREF) is a non-profit, non-religious, nongovernmental organization dedicated to promoting and protecting women and children’s human rights. Founded by Barrister Mariam Marwa-Abdu, WCREF conducts research, advocates for gender-based violence prevention, and aims to eliminate obstacles hindering women and children from reaching their full potential.
The main Goals of WCREF include:

  • To ensure the promotion and protection of women and children through political, socio-economic and cultural tools available.
  • To research on the various laws, customs, current events that affect the advancement and overall rights of women and children.
  • To eliminate all obstacles that restrict women and children from achieving their full potentials.
  • To network with other agencies and non-governmental organizations that work in the area of improving the lives of women and children.

The main beneficiaries of WCREF’s activities are women and children. These women cut across all spheres of the society to include professionals, business women, politicians, students, rural women, NGO’s and CBO’s.

The Programme Officer role at WCREF is multifaceted, encompassing program development,
grant/proposal writing, fundraising, management, outreach, reporting, and budget oversight. This position reports to the Team Leader and plays a pivotal role in advancing WCREF’s mission and goals.
Responsibilities:
The programme officer will be responsible for the following duties.
1. Programme Development: Participates in the development, implementation and evaluation of projects and initiatives that align with WCREF’s mission and goals.

2. Grant/Proposal Writing and Fundraising: Writes grants/ proposals to secure funding from donors and government agencies to support WCREF’s programmes. Should have the necessary skills and ability to engage in fundraising activities to sustain and expand WCREF’s programs and activities. Should be able to identify potential donors and cultivate relationships with supporters to secure the necessary funding for WCREF.
3. Programme Management/Implementation: Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. Oversees the execution of programs, ensuring that activities are carried out according to the project plan and within budget.
4. Outreach activities: Undertakes, develops communication and stakeholder engagement plans and uses appropriate tools of effective project management in design the delivery of capacity building projects at grassroots levels.
5. Documenting/ Reporting: Prepares regular reports and updated documents of programme activities for donors and stakeholders, detailing program achievements and challenges.
6. Strengthen local level networking and coordination with relevant local structures, CSOs, INGOs, media and Government Departments involved in WCREF’s interventions, including relationship building with all critical stakeholders.
7.Budget Management: Coordinates activities related to budget and funding (programme/project
preparation and submissions, progress reports, financial statements, etc.) and prepares related
documents/reports (pledging, work programme, programme budget, etc.). Tracks expenses to ensure resources are used efficiently.

Technological Awareness: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office (be familiar with Microsoft office tools); actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.
Education:
Bachelor’s Degree in Social Sciences, Law, Business Administration, Management, Economics,
International Development, or related field. Master’s Degree is preferable.
Work Experience:

  • A minimum of five (5) years of progressively responsible experience in project/programme management or related area is required, with a track record in successfully designing and managing development programmes focused on women and children’s rights.
  • Proven experience in results-based management and project cycle management, including assessment, monitoring and evaluation, with a sound understanding of log frames, project finance and budgets.
  • Demonstrated experience in managing internal and external relationships, particularly with government and other relevant stakeholders in the field of women and children rights.
  • Experience in designing, developing and evaluating human resources learning and development programmes using a variety of methodologies such as online, social media, face-to-face and blended learning is desirable.
  • Experience in human resource learning and development is desirable.
  • Experience in developing rights-based programmes and working with marginalised and vulnerable groups is desirable.
  • Excellent interpersonal and intercultural skills and teamwork.

Language:
English Language is the working language so fluency in English language is required. Additionally, a working knowledge of Hausa is desirable to better facilitate activities and programmes at the grassroots level.
Assessment:
Evaluation of qualified candidates may include a virtual or in-person assessment exercise which may be followed by competency-based interview.
